The 18th EU sanctions package and CN codes
The 18th EU sanctions package, adopted on 18 July 2025 and applicable from 19 July 2025, added 13 CN entries to Annex VII: metalworking machine tools (8456, 8457, 8458, 8459, 8466), hand tools and additive manufacturing machines. This is the same group of goods that Article 12g lists as requiring the No Russia clause when selling to a third country.

What is not in this package

- Annex VII is not the dual-use list from Regulation 2021/821. It is a separate list in Regulation 833/2014, based partly on control codes and partly on CN codes.
- Several of these codes (8457 10, 8458 11, 8458 91, 8459 61, 8466 93) are also common high priority items in Annex XL, so the Article 12gb due diligence obligation applies to them.

Did the package change export bans?
Not at the CN code level. The export-side changes concern dual-use control entries, which are defined by technical parameters rather than a CN code. That is why they are not in the CN database, and dual-use classification is confirmed against the control list of Regulation 2021/821.
