The 21th EU sanctions package and CN codes

The 21st EU sanctions package, adopted on 23 July 2026 and applicable from 24 July 2026, adds 25 CN entries to the import ban from Russia (Annex XXI) and the same 25 entries to the import ban from Belarus (Annex XXVII): metal ores, zinc and chromium oxides, tall oil, glass and glassware, unwrought zinc, and vehicle bodies and parts.

Contracts concluded before the package

Contracts concluded before 24 July 2026 may be executed until 25 October 2026. For Russia this covers all 25 entries (Art. 3i(3bg)), for Belarus only 12 of them (Art. 1ra(9f)). The remaining 13 Belarusian entries apply immediately, with no transition period.

What is not in this package

We checked this against the Official Journal text, not press commentary. The points below circulated in summaries of the package but are not in the act.

  • Annex XXIII (goods supporting Russian industry) was not amended. The package only touches derogations in Art. 3k there, with no new CN codes.
  • Annex VII for Russia and Annex Va for Belarus were amended, but the added entries are dual-use control codes (counter-UAV systems, nickel and beryllium powder, servomotors, UAV launch and flight termination systems), not CN codes.
  • Laboratory glassware 7017 in Annex VII is not new in this package, it was already there. What is new concerns Annex XXI, that is imports.
  • Alkaline earth metals, lubricants and energetic materials appeared in commentary, but they are not in the text of the package.

    Contracts concluded before 24 July 2026 may be executed until 25 October 2026. For Russia this covers all 25 entries (Art. 3i(3bg)), for Belarus only 12 of them (Art. 1ra(9f)). The remaining 13 Belarusian entries apply immediately, with no transition period. The transition period covers performance of the contract, not concluding one after the cut-off date.   • Did the package change export bans?

    Not at the CN code level. The export-side changes concern dual-use control entries, which are defined by technical parameters rather than a CN code. That is why they are not in the CN database, and dual-use classification is confirmed against the control list of Regulation 2021/821.
