    They shall be classified in accordance with the procedure as set out in the Manual of Tests and Criteria, Part III, Section 39 subject to the restrictions of 2.2.51.2.2, thirteenth and fourteenth indents. When used in the said Section 39, the term "competent authority" means the competent authority of the country of origin. If the country of origin is not a Contracting Party to ADR, the classification and conditions of carriage shall be recognized by the competent authority of the first country Contracting Party to ADR reached by the consignment.
