Sanctions on car parts: what the 8708 entry actually says

What changed and when

Council Regulation (EU) 2026/1848 of 23 July 2026, applicable from 24 July 2026, added twenty-five entries to Annex XXI of Regulation 833/2014, among them 8707 (bodies, including cabs) and 8708 (parts and accessories of the motor vehicles of headings 8701 to 8705). Annex XXI is the list of goods whose import into the Union generates significant revenues for Russia, and the ban rests on Article 3i.

In parallel, Regulation (EU) 2026/1846 added the same entries to Annex XXVII of Regulation 765/2006, that is on the Belarusian side.

This is an import ban, not an export ban

The 8708 entry in Annex XXI concerns import into the Union of goods originating in Russia or exported from Russia. Selling car parts to Russia rests on a different basis: some headings of chapter 87 sit in Annex XXIII (Art. 3k), and tractors above 130 kW even have their own paragraph 3k(1b).

The practical conclusion: the same code can be covered in both directions, but under different articles and with different dates. That is why a check document should show every matched basis, not the first one.

Contracts concluded before the ban

For the twenty-five entries added by the 21st package Russia granted a wind-down: contracts concluded before 24 July 2026 may be performed until 25 October 2026 (Art. 3i(3bg)). Belarus granted the same deadline, but only for twelve of those entries (Art. 1ra(9f)), and 8707 and 8708 are on that shorter list.

This difference is easy to miss, because press releases speak of a "parallel round". The text of the regulation says otherwise.

Origin, not the country of dispatch

An import ban attaches to the origin of the goods. Parts bought from an intermediary in a third country but originating in Russia are covered exactly as if shipped directly. Proof of origin and transport documents showing the route matter more here than the invoice.
