Exemptions and derogations, Art. 2: Export ban on dual-use items (control list of Reg. 2021/821). A competent authority may license for strictly defined purposes: medical/pharmaceutical, humanitarian, civil telecommunications and cybersecurity, software updates, interoperability. Until a licence is granted, export is prohibited. Each derogation requires a competent-authority application — check the current Art. 2.
