Forwarder checklist: dangerous goods and SENT

SENT is the Polish system for monitoring the road transport of goods (Act on the system for monitoring road and rail transport of goods and trade in heating fuels). Before you book the transport of a dangerous good covered by SENT, collect two sets of data. For SENT, from the consignor: CN code, mass or volume, date, route, type of transaction, customs procedure and origin. For ADR: UN number, class and packing group from the safety data sheet, transport category from table A of ADR, and the quantity from the order or the transport documents. Both lists are below, with links to the tools.

Order of steps

  1. Establish the CN code and description of the goods (invoice, customs declaration). CN code vs UN number
  2. Check in the SENT tool whether the transport is subject to notification: code, quantity, route, transaction, procedure. SENT tool
  3. Establish who notifies: consignor (SENT100), consignee (SENT200), carrier (SENT300). The Act does not impose a separate obligation on the forwarder. If you notify as a proxy, the effects fall on the party represented. Agree in writing who sends the notification and who completes the carrier data (Article 9(3)).
  4. From the safety data sheet collect the UN number, class and packing group, take the transport category from table A of ADR and the quantity from the order or the transport documents; check the name in the ADR search. ADR search

  6. Pass the reference number to the carrier and the driver. Do not accept the goods for carriage without the reference number (Article 10(1)). Ensure geolocation data are transmitted for the whole route in Poland: a locator (e.g. the e-TOLL PL app), ZSL (external location system) or an OBU (on-board unit) connected to SENT-GEO (Article 10a).
  7. Foreign carrier: check the RMPD (foreign carrier’s notification) scope. SENT, RMPD, ADR in Poland: carrier obligations
  8. After unloading in Poland (domestic supply or carriage into Poland), check that the consignee has confirmed receipt in the notification. Confirmation of receipt applies to a domestic supply (Article 5(5)) and to carriage into Poland (Article 6(4)): the receiving party confirms receipt of the goods in the notification, deadline: next working day after delivery. For intra-Community supply, export and carriage through Poland there is no such confirmation: the party that sent the notification updates it (Article 8) and reports the withdrawal if the carriage does not start.

Data to collect from the consignor: SENT

  • CN code and description of the goods
  • gross mass of the consignment (kg)
  • volume of the consignment (litres)
  • date the carriage starts
  • date the carriage ends (delivery of the goods)
  • country of loading
  • country of unloading
  • whether the route passes through Poland
  • country of origin of the goods
  • type of transaction (sale in Poland, supply or purchase within the EU, import, export, transit, own transfer)
  • whether the goods are under a customs procedure and which
  • whether the movement goes with an excise document (e-AD (electronic excise document), e-DD)
  • whether the goods travel in bulk or in packages, and for packages the mass and volume of one package

The list comes from the fields the SENT tool asks about. Not every field is needed for every transport: the tool asks only about what decides the result.

Notification data by direction

SENT100: notified by consignor

Data for ADR: safety data sheet, table A and the order

  • UN number (section 14 of the safety data sheet)
  • hazard class
  • packing group
  • name of the goods as on the sheet
  • transport category (table A of ADR)
  • net quantity in kg or L from the order or the transport documents (for the 1000-point calculator)

Whether a specific product is dangerous, and which UN number, class and packing group it has, follows from its classification, not from the CN code. You will find these data in the safety data sheet, section 14. The CN code comes from the invoice or the customs declaration: the two are different classifications.

The transport category (0 to 4) sets the multiplier: according to ADR Check, category 1: multiplier 50, category 2: multiplier 3, category 3: multiplier 1, category 4: multiplier 0 (no limit), and category 0 means the exemption does not apply. Points are the net quantity (kg or L) times the multiplier.

Frequently asked questions

Who files the SENT notification when a forwarder books the truck?

It depends on the direction of transport, not on who organises it: consignor (SENT100), consignee (SENT200), carrier (SENT300). The Act does not impose a separate obligation on the forwarder. What must a driver carry in Poland?

For transport covered by SENT the driver must have the notification reference number when setting off and switch on the locator at the right moment (Article 10(3) and (4), Article 10b(1)(a)). The documents required by ADR depend on the classification of the goods and follow from the ADR provisions.

What should I check with a subcontracted carrier?

RMPD (foreign carrier’s notification) scope: RMPD is the notification of a carriage by a foreign entity to the register (Article 28b of the Road Transport Act). It applies to a foreign entity performing international road haulage of goods under Article 28(1) and (1a) where a permit is required or international agreements exempt from holding it (Article 28b(1)), and a foreign entity performing cabotage haulage of goods under Article 29(1) (Article 28b(2)). A carrier from Poland or another EU country on a route between EU countries without a required permit: no. Reference number: do not accept the goods for carriage without the reference number (Article 10(1)). SENT-GEO (geolocation of the carriage): ensure geolocation data are transmitted for the whole route in Poland: a locator (e.g. the e-TOLL PL app), ZSL (external location system) or an OBU (on-board unit) connected to SENT-GEO (Article 10a).
